The payment would be similar to like Faber. However the quantity but fine details have not been mentioned yet. Target within 6 months time . There was a briefing done last week to representives from all involved facilities. In difficult times, privatization schemes are a burden on facilities run by the government while t&lt;span style="font-weight: bold;"&gt;he allocation has already been cut for medicines and laboratory required reagents and test kits which is more importance to the well being of the patients.&lt;br /&gt;&lt;br /&gt;&lt;/span&gt;&lt;/div&gt;  &lt;div style="font-weight: bold;"&gt; &lt;/div&gt; &lt;div&gt;Faber 's allocation has not been reduced even in difficult times because of the concession agreements similar to highway concession company. Similarly  to Pharmaniaga Sdn Bhd increased their prices in 2008 another 15% which the government had to pay because the medicine where already used at the old prices. To make matters worse, the companies mentioned has strong linked to the dominant party of BN - UMNO. In bad times like these, where is the priority of the government with reference to health in Sabah.&lt;br /&gt;&lt;/div&gt;  &lt;div&gt; &lt;/div&gt; &lt;div&gt;Does Faber means better support services to the hospital- &lt;span style="font-weight: bold;"&gt;yes&lt;/span&gt; for cleaning, linen and clinical waste management &lt;span style="font-weight: bold;"&gt;BUT  A BIG NO&lt;/span&gt; &lt;span style="font-weight: bold;"&gt;to others totally useless &lt;/span&gt;e.g faicility engineering  or maintenence of the hospitals- cracks in the building where not prevented and repairs were not done leaks still exist. Biomedical is the worst- the one who repairs in the hospital are diploma holders in electronics who assume every equipment is similar to the hair drier in their house which you change the defective by similar looking parts. subesequantly spoiling forever- x ray machines which l&lt;span style="font-weight: bold;"&gt;ast for 15 years are made beyond economic repair within 8 years. It is tatamounting to asking a business graduate assuming to be a medical doctor to treat a diabetic patient, for sure, the diabetic patient's life would be severely threatened in short period of time.&lt;br /&gt;&lt;br /&gt;The health privatization is  a big shame or scam to the health in Malaysia for we will be producing more cronies, worse still cronies that could not even deliver a decent, reasonable standard of care to the scope work awarded to, thus wasting our tax payers' monet to buy medical equipments, which usually can last 10 years but reduced to a shelf life of 5 years. The vehicle is being sited opposite a row of auto-mechanic shops along the Jalan Lintas-Kepayan towards Lido. In view of the numerous complaints, the public bureau has to bring the attention to the authorities. This matter was brought to the attention of Dr. Roland Chia through the bureau committee Mr. Henry Liew, a spokesman for the bureau.&lt;br /&gt;&lt;br /&gt;Motorist complained and asked why the relevant authorities have yet to remove this piece of eyesore after 1 month since the incident has happened If the parts of the vehicle is integrated, it may flung wildly onto passing by vehicles what more nowadays we are experiencing heavy winds. This will invariably caused massive traffic accident and possibly human casualties.  &lt;p style="text-align: justify;"&gt;&lt;span class="contentgrey"&gt;&lt;span style=""&gt;The recent press statement by the Singapore Government to &lt;span style=""&gt; &lt;/span&gt;invest $4billion Singapore dollars in Healthcare Infrastructure over the next 5 years and also the &lt;/span&gt;China's Cabinet government in announcing&lt;span style=""&gt;  &lt;/span&gt;that the country will invest 850 billion yuan (S$187 billion) on improving the health care system over the next three years is a clear indication that these government puts the Health agenda as their top priority in this time of economic gloom.&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p style="text-align: justify;"&gt;&lt;span class="contentgrey"&gt;The most interesting point in these stimulus packages is that both of these governments have made details and clearly indicated how are the billions of dollars are to be spent. On the top of the agenda will be&lt;span style=""&gt;  &lt;/span&gt;including a revamp of public hospitals, redevelopment of older hospitals, medical centres, building new community hospitals and boosting capabilities in treating chronic diseases such as strokes, kidney failure and other age related conditions.&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p&gt;&lt;span class="contentgrey"&gt;For eg in &lt;st1:country-region w:st="on"&gt;&lt;st1:place w:st="on"&gt;China&lt;/st1:place&gt;&lt;/st1:country-region&gt;, the central government is committed to commence construction of about 2,000 county- level hospitals over the next three years, with work scheduled to start this year. The goal is to ensure each county has at least one hospital operating at national standards. &lt;/span&gt;&lt;/p&gt;  &lt;p style="text-align: justify;"&gt;There is a stark contrast as compared to &lt;st1:country-region w:st="on"&gt;&lt;st1:place w:st="on"&gt;Malaysia&lt;/st1:place&gt;&lt;/st1:country-region&gt;. The latest being, Petronas has built a 6- star private Medical Centre in the heart of the Klang Valley – called Prince Court Medical Centre . This centre mainly caters for&lt;span style=""&gt;  &lt;/span&gt;medical tourism and high end paying medical clients in which a majority of Malaysians who are in the middle income bracket and below will not be able to enjoy there high rates of medical fees. &lt;/p&gt;  &lt;p style="text-align: justify;"&gt;Therefore it is time for the government of &lt;st1:country-region w:st="on"&gt;Malaysia&lt;/st1:country-region&gt; and &lt;st1:country-region w:st="on"&gt;&lt;st1:place w:st="on"&gt;Malaysia&lt;/st1:place&gt;&lt;/st1:country-region&gt;’s GLCs to review these issues in the upcoming or subsequent stimulus budgets in putting the country back on track. The government needs to put health as their top priority in their budget. As the saying goes – YOUR HEALTH IS YOUR WEALTH.&lt;/p&gt;  &lt;p style="text-align: justify;"&gt;The second issue is &lt;span style=""&gt; &lt;/span&gt;- the critical healthcare delivery system in the State of &lt;st1:state w:st="on"&gt;Sabah&lt;/st1:state&gt; with specific reference to the present crisis in &lt;st1:place w:st="on"&gt;&lt;st1:placename w:st="on"&gt;Queen&lt;/st1:placename&gt;  &lt;st1:placename w:st="on"&gt;Elizabeth&lt;/st1:placename&gt; &lt;st1:placename w:st="on"&gt;Hospital&lt;/st1:placename&gt;&lt;/st1:place&gt; and many more remote areas which have yet to benefit from a local district hospital. I believe there are many real life stories that are being mentioned of how the present crisis has caused great grief and pain to patients either waiting for long hours for elective surgery and of course those who required acute / emergency management due to MotorVehicleAccidents or rapid deterioration of health.&lt;/p&gt;  &lt;p style="text-align: justify;"&gt;The population of Sabah and &lt;st1:country-region w:st="on"&gt;Singapore&lt;/st1:country-region&gt; is quite close in terms of figures&lt;span style=""&gt;  &lt;/span&gt;i.e Sabah (3.4 Million) and &lt;st1:place w:st="on"&gt;&lt;st1:country-region w:st="on"&gt;Singapore&lt;/st1:country-region&gt;&lt;/st1:place&gt; (3.8 Million). Once Sabah and &lt;st1:country-region w:st="on"&gt;&lt;st1:place w:st="on"&gt;Singapore&lt;/st1:place&gt;&lt;/st1:country-region&gt; were partners in forming the Malaysian Federation 1963, now the former struggles to have a state/regional hospital while the later boast of the state of the art medical services to adequately serve both the local population and also the tourist who throngs into the country state to seek medical treatment. This is also in contrast to where &lt;st1:country-region w:st="on"&gt;Singapore&lt;/st1:country-region&gt; can boast to be the most affluent state country in the Asia Pacific Region if not in the world while Sabah as according the 9&lt;sup&gt;th&lt;/sup&gt; Malaysian Plan (9MP) is the second poorest state in &lt;st1:country-region w:st="on"&gt;&lt;st1:place w:st="on"&gt;Malaysia&lt;/st1:place&gt;&lt;/st1:country-region&gt; after Kelantan. To make matters worst, at least Kelantan can boast of a well established USM Medical School and a University Hospital that would cater the health needs of the people of Kelantan, as compared to Sabah, we are still waiting for the completion of a University Hospital in UMS whilst still waiting for the first foundation stone to be laid for the new regional/tertiary hospital.&lt;/p&gt;  &lt;p style="text-align: justify;"&gt;I believe the health issue in &lt;st1:place w:st="on"&gt;Sabah&lt;/st1:place&gt; should not be politicized because it has become&lt;span style=""&gt;  &lt;/span&gt;well beyond critical. There is a district hospital each in Kudat (170 beds), Kota Marudu(170bed), Pitas, Papar, Keningau and also Tuaran etc etc ; in actual fact each district in the state of Sabah has a district hospital, so why Penampang has yet to have one its own district hospital.&lt;br /&gt;&lt;br /&gt;This need is even more critical in view of the recent physical developments in Queen Elizabeth Hospital. If the authorities concern had the foresight and vision, the Penampang District Hospital should have been built 10 years ago, then the hospital in Penampang will be a place where part of deployment of services and wards from the recent building crisis in Queen Elizabeth Hospital can be situated without moving to other district hospitals that is geographically inconvenient to the general public or the rakyat.&lt;br /&gt;&lt;br /&gt;Many claimed before Queen Elizabeth Hospital is in Penampang, however, Queen Elizabeth Hospital is primarily a tertiary hospital and is also a teaching hospital for the State of Sabah, so there is no question at all in terms of justifying another district hospital in Penampang.&lt;br /&gt;&lt;br /&gt;It is quite disheartening because Penampang is one of the fastest growing districts towards municipality status in terms of modernization and urbanization in terms of development i.e. 3 cultural centres (KDCA, Monsopiod &amp;amp; Penampang Cultural Centre), a state of the art 10 Million dollar District Office and having the longest mall in Sabah called megalong yet Penampnag can only boast of one public health clinic and one more in the conception plus some rural health clinics.&lt;br /&gt;&lt;br /&gt;With the recent rapid development of residential areas in Penampang all along Jalan Bundusan, Jalan Penampang and Jalan Papar lama, it is all more than justifiable to have a district hospital which offers basic outpatient and inpatient services (Medicine, Surgery, Obstetric and Gynecology), thus this will further reduce and ease the congestion in Queen Elizabeth Hospital.&lt;br /&gt;&lt;br /&gt;I believe, the issue of a hospital in Penampang should not be politicized as many residents especially from the rural pockets of the Penampang area have yet to have access to basic health care, many of the villagers that I know of had to collect money from the neighbors in order to make a decent trip to Queen Elizabeth Hospital in order to seek medical attention. Why can’t we have a hospital in Penampang to reach out to their needs? If an airport terminal can be built within 18 months, I do not see why a district hospital cannot be built within 24 months. When I was working overseas, there was hardly any delay when comes to completing any government infrastructures, because the contractors concern will work round the clock rain or shine to ensure the dateline is being made.&lt;br /&gt;Among the complains were&lt;br /&gt;Protests from residents. Our Question is simple : Why were these issues not resolved before the works began?&lt;br /&gt;The safety of the students who studies in SRJK( C) Hwa Shiong and Jalan Takis of which the main access to the school is right in front of the railway track which will pose a hazard to the pedestrians?&lt;br /&gt;The closure of illegal crossings near Putatan Stations  Many developments especially commercial developments have started very near to the Putatan Stations which resulted in drop of business who operates in the vicinity as the access road provided by the developers were deemed as illegal by the Railway Stations.&lt;br /&gt;&lt;br /&gt;Many residents and business operators when asked were visibly very upset because their elected representatives have turned a deaf ear to their cry. This has caused them much anxiety as their school children’s safety are affected, their business plans (both present and future) are also affected.&lt;br /&gt;Our question is who should be the team leader in handling this project? What are the roles of the elected representatives in those areas who are affected? Why are they not taking part in ensuring the infrastructures are being implemented without having to come to  such a mess. PKR Penampang Division- Deputy Chief Dr. Roland Chia revealed today.&lt;br /&gt;The reason being, a rental car company based in Taman Chemei, Lido Shop House has been parking at least 10 of their commercial vehicles the parking lot for long hours thus denying traders and customers the facilities to park their vehicles.&lt;br /&gt;Shop traders of Lido, Taman Chemei Shp houses are unhappy, business has dropped recently due to economic recession and this is compounded by frustrated customers and public who are driven away due to difficulty in finding car parks in the area.&lt;br /&gt;A frustrated Public Bank Lido customer was at the scene told the complaints bureau that many have gone to other branches because of the acute shortage of car parks.&lt;br /&gt;PKR Kepayan wish to seek answers from DBKK on the licensing requirements of car rental companies operating in busy commercial areas. This tragedy happened when I was in Australia attending a seminar. Co-incidentally, the Australia news were reporting, that properties in Sydney is highly in demand and undersupplied; the reason being, the state and federal government insisted that proper infrastructure and EIA are to be done first before any new townships in the Sydney suburbs to be established. Abdul Latiff Ahmad as reported on 22 November 2008 in Borneo Post has proven once again that the failure of the BN Government in implementing poverty eradication programme in Sabah. He highlighted that Poverty has been identified as among the factors which contributed to the spread of diseases in Sabah, particularly Malaria and Tuberculosis. So far there is none other than Dato' Seri Anwar Ibrahim - the defacto leader of Parti Keadilan Rakyat. The other being the late Dato' Onn Jaafar. We have Chinese, Indians or even Indigenous Sabahans and Sarawakians plitical leaders whohave been championing through their political platforms and parties on multiculturalism but it seemed to have only attracted a certain segment of the community. I believe it takes a leader like Dato Seri who represent the largest racial community to finally once and for all - bring down the curtains of the political landscape that divide the race, religion and creed  of our country over the last 51 years in Peninsular and 45 years in Sabah and Sarawak.&lt;br /&gt;If Americans boleh, So Malaysia pun boleh. President Elect Obama in his victory speech repeated the phrase that has become synonymous with his campaign "Yes We Can..." In the face of statiscal and historical adversity, there were only 25% or registered voters in the USA are African Americans, OBAMA defiled expectations and proved that in being elected President. The United States of America is a nation capable of defining and electing its citizen based. God has created Mankind to have a free will, and with this free will mankind has a conscience to empower and to elect leaders to govern the state with greater wisdom &amp;amp; transparency.&lt;br /&gt;Therefore it is high time even in Malaysia, the urgency of a political check and balance.
